David is co-founder of award-winning East London charity, Community Links.

He currently leads the Early Action Task Force, working across sectors to tackle the question “How do we build a society that prevents problems from occurring rather than one that deals with the consequences?” The Task Force are now driving forward the recommendations outlined in their 2011 report The Triple Dividend and 2012 report The Deciding Time, which calls for changes to Ten Year Planning for government spending and early action as a statutory duty.

David was an early thinker and practitioner of behavioral insight as a tool for social change . He founded and now chairs Shift Design working on projects like the million selling book “Change the world for a Fiver”. He is also a leading figure in social finance, an architect of the Social Impact Bond, chair of the Social Impact Bond advisory group, and a trustee of the Big Society Bank. He led the PMs Council on Social Action for Gordon Brown and previously worked with the then Chancellor on the book, Britain’s Everyday Heroes.
